RELATING TO MARITIME LANDS.

Authorizes the BLNR to solicit proposals from private marina development and management firms to manage, operate, and improve boating facilities. (BUNDA B/R)

RELATING TO DEVELOPMENT OF PUBLIC LANDS.

Grants the Harbors Division of the Department greater flexibility in the disposition of leases for and to a broader spectrum of potential uses and users subject to the approval of the BLNR. (BUNDA B/R)

RELATING TO INVASIVE SPECIES FUNDING.

Earmarks a portion of the airport landing fees and the harbor port entry, dockage, and wharfage fees for invasive species control and prevention. Sets invasive species as the first priority for the disbursement of the conveyance taxes deposited into the natural area reserve fund. (ENGLISH)

RELATING TO ENERGY RESOURCES.

Adds a new part to chapter 196, HRS, energy efficiency in state facilities; repeals current sections in conflict with new part. (CHUN OAKLAND)

RELATING TO WATER CONSERVATION.

Requires all state agencies to: (1) designate an unspecified portion of maintenance budgets for water conservation retrofitting; and (2) comply with requests by county water boards for voluntary reductions of water consumption. (INOUYE)

RELATING TO SPECIAL WASTES RECYCLING.

Clarifies the disposal options for used tires and notice requirements to consumers of new tires. Further provides that tire inventory payment by the rental car industry shall be paid annually. (KAWAMOTO)
