RELATING TO THE CONVENTION CENTER.

Establishes Hawaii convention center enterprise special fund; assigns the responsibility to market, operate, manage, and maintain the Hawaii convention center facility to the HTA; formally repeals old convention center authority law. (SD1)

RELATING TO STATE DEPARTMENTS.

Abolishes the position of deputy and first assistant in state departments, except DOE and UH. Prohibits retention of public relations personnel by state departments. Requires Senate confirmation of deputies. Allows retention of deputies whose salaries are funded by a special fund. Authorizes BOE to set salaries of assistant, district, and deputy district superintendents. (SD1)

RELATING TO ELECTIONS.

Requires special elections to be conducted by mail; requires ballot recounts in close contests; requires separate ballots for each party; prohibits holding office upon conviction rather than sentencing; appropriates unspecified funds to elections office for voter education. (SD1)

RELATING TO ALIEN INVASIVE SPECIES.

Establishes a state invasive species administrator/coordinator and authorizes the departments of agriculture, health, and land and natural resources to enter private property to control alien invasive species. (SD1)

RELATING TO REAL ESTATE.

Reduces regulatory requirements for limited-equity housing cooperatives. Revises the licensure requirements for out-of-state real estate licensees who have previously met equivalent prelicensing requirements by authorizing the Commission to enter into formal license reciprocity or recognition agreements. Streamlines regulatory requirements for condominium managing agents. (SD1)
