RELATING TO THE HAWAII LONG-TERM CARE FINANCING ACT. Enacts the Hawaii long-term care financing Act; creates the Hawaii long-term care benefits fund to hold the premiums and to pay benefits; establishes a board of trustees to administer the fund. Establishes an interim board of trustees to design a tax-based financing system, including the determination of the amount and means of collection of a tax, the nature and amount of benefits, recommending a third party administrator, and conducting research to ensure the financing scheme is not preempted by or in violation of the Health Insurance Portability and Accountability Act or the Employee Retirement Income and Security Act. Requires the interim board of trustees to report to the 2003 session on a financing plan. (SD1) |

RELATING TO GOVERNMENT SERVICES. Provides a general excise tax exemption for sales and services paid by the State, including contracting by the State. Revises the central services fee to an unspecified percentage. Abolishes all central services fee exemptions. (SD1) |

Establishes the core government functions advisory commission to identify standards and criteria to determine core government functions, specify each core government program as either "core" or "non-core", rank non-core programs by relative relationship to core government functions, and propose legislation to eliminate or modify sufficient non-core and, if necessary, core government programs.
