RELATING TO PRESCRIPTION DRUGS.

Establishes pharmaceutical discount program for all state residents under which State obtains manufacturers' rebates on drugs that are offered at discounted prices to program participants. Provides reimbursement to participating pharmacists. Establishes advisory commission and special fund. (SD1)

RELATING TO PRESCRIPTION DRUGS.

Establishes the Medicaid prescription drug expansion program to offer discounted prescription drugs to qualified individuals whose income is at or below 300 per cent of the federal poverty level; establishes the Medicaid prescription drug rebate special fund to receive all rebates from pharmaceutical manufacturers from the prescription drug expansion program; appropriates funds for rebates and administration of the program; and allows general fund to be reimbursed from manufacturers rebates if funds are sufficient. RELATING TO STATE DEPARTMENTS.

Abolishes the position of deputy and first assistant in state departments, except DOE and UH. Prohibits retention of public relations personnel by state departments. Requires Senate confirmation of deputies. Allows retention of deputies whose salaries are funded by a special fund. Authorizes BOE to set salaries of assistant, district, and deputy district superintendents. (SD1)

RELATING TO ELECTIONS.

Requires special elections to be conducted by mail; requires ballot recounts in close contests; requires separate ballots for each party; prohibits holding office upon conviction rather than sentencing; appropriates unspecified funds to elections office for voter education. (SD1)
