RELATING TO EDUCATION.

Establishes the Hawaii state student council, with student representatives from each departmental school district; and requires the council to determine whether to select the student member of the BOE or to run an election to select the individual.

Allows the department of education to appoint or retain by contract attorneys independent of the attorney general. RELATING TO INSURANCE.

Prohibits health insurance rates that are excess, inadequate or unfairly discriminatory. Requires health care insurers to submit rate filings for approval by the insurance commissioner. Establishes penalties and appeal procedures. (SD1)
