Limits aggregate contributions by any person or entity to not more than $25,000 in any calendar year; repeals limits on number of fundraisers; option to file by electronic filing system or commercially available software; limits family and personal funds contribution in the aggregate to $25,000. Disallows contributions made directly to candidates from corporations and labor organizations, however, contributions are allowed through separate segregated funds for greater accountability. Establishes a seal of quality program that establishes seals to indicate the quality of fresh and processed agricultural products produced in Hawaii. (SD1)

RELATING TO MARRIAGE.

Increases the marriage license fee from $50 to $90. Allocates $10 to the Vital Statistics Improvement Special Fund for upgrading the computer hardware and software for the vital statistics system. RELATING TO BIRTH DEFECTS.

Establishes a Birth Defects Program in the DOH. Allows DOH to collect data on birth defects and other adverse reproductive outcomes, and to provide information to families and health care providers about health and early intervention services. Establishes a Birth Defects Special Fund to pay for operating expenses of the Birth Defects Program.

Changes the date upon which the minimum age for entering kindergarten is to be computed from December 31 to September 30 beginning school year 2003-2004, and June 30 beginning school year 2004-2005. Requires the cost savings to be used for the expansion of, or to supplement, educational programs, including Resources for Early Access to Learning (R.E.A.L.) and Pre Plus programs. (SD1)
