Applies repeat intoxicated driver provisions to persons with prior drug enforcement contacts; clarifies that a respondent who refused to be tested or a minor respondent shall not be issued a conditional permit; clarifies administrative hearing procedure. Requires law enforcement officer to read and the person to sign a form for implied consent; effective 10/1/2050. (SD2)
