RELATING TO MOTORIZED SCOOTERS.

Provides special rules for motorized scooters, treating them on same basis as mopeds. Requires license to drive on road. Banned from riding on sidewalks and other public areas like parks.

Grants economic relief to airport concessionaires.

RELATING TO SCHOOL BUSES.

Requires public and private elementary school children to wear seat belts on school buses. Requires all state contracted school buses to be fitted with seat belts after 12/31/02. Appropriates funds.

RELATING TO THE USE OF INTOXICANTS.

Applies repeat intoxicated driver provisions to persons with prior drug enforcement contacts. Clarifies that a respondent who refused to be tested or a minor respondent shall not be issued a conditional permit. Clarifies administrative hearing procedure.

RELATING TO MOTOR VEHICLE DRIVERS' LICENSES.

Allows judges discretion to permit individuals with certain traffic and driving sentences to obtain temporary drivers' licenses where good cause is shown

Expands the authority to adopt a road as a county highway from the county council to include adoption of the road by the mayor, if authorized by county ordinance.

Includes police vehicles as authorized emergency vehicles. Expands privileges to include driving on the shoulder and in controlled-access highways. Removes condition that vehicle use audible and visual signals.

Appropriates funds to address the traffic impact caused by automobile congestion in neighborhoods and to install traffic calming measures.

Prohibits and establishes a penalty for parking in an access aisle adjacent to a reserved parking stall for persons with disabilities.

Establishes the Parking for Persons with Disabilities Special Fund to be administered by the Disability and Communication Access Board.

Transfers the responsibility for regulating port pilots from the DCCA to the DOT.

RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Authorizes the Director to extend revocable permits for concessions beyond the current one-year limit if extensions are necessary in light of a statewide emergency, such as a natural disaster, or in the event of economic conditions which would adversely affect the State's ability to solicit and obtain favorable bid proposals.
