RELATING TO TRANSPORTATION.

Reduces the motor vehicle safety inspection requirement for heavy commercial vehicles to once a year.

RELATING TO MOTOR VEHICLE SAFETY.

Exempts a person involved in an accident during the normal course of their employment from the security and suspension requirements of chapter 287, HRS.

RELATING TO SPECIAL NUMBER PLATES FOR MILITARY SERVICE.

Allows the assignment of special number plates for military service for more than one noncommercial passenger vehicle, noncommercial motorcycle, or motor scooter per applicant.

RELATING TO DRIVER LICENSE RENEWAL BY MAIL.

Allows for the renewal of a driver's license by mail, regardless of residency. Allows an applicant who has not applied for renewal of a driver's license within 90 days after the license has expired to be treated as an applicant for reactivation under 286-107.5, HRS. Allows a driver's license to be renewed on the sixth birthday after issuance.

RELATING TO DRIVER'S LICENSE INSTRUCTION PERMIT.

Allows the examiner of drivers to waive the 90-day waiting period for the driver's license examination if a new driver's license instruction permit has been issued within thirty days of the expiration date of the current permit.

RELATING TO DRIVER'S LICENSE INSTRUCTION PERMIT RENEWAL.

Allows renewal of a driver's license instruction permit 30 days prior to the expiration date; allows renewal of driver's license instruction permit up to 90 days after expiration before applicant shall be treated as a new instruction permit applicant.

RELATING TO CHILD PASSENGER SAFETY.

Requires driver of vehicle to properly restrain children 4 through 6 years of age in a booster seat.

RELATING TO VEHICLE REGISTRATION.

Defines "vehicle identification number" in chapter 286, HRS, to mean either the federal vehicle identification number or a number assigned by the county director of finance to a custom vehicle.

RELATING TO PARKING FOR PERSONS WITH DISABILITIES.

Allows a person who is legally blind to obtain a disabled parking permit, which may be used by the person's driver.

Provides a tax credit for the purchase of child booster seats.
