MAKING AN APPROPRIATION FOR THE HAWAII ISLAND VETERANS MEMORIAL INC.

Authorizes the issuance of general obligation bonds and appropriates money as grant-in-aid to Hawaii Island Veterans Memorial Inc. to build a combined veterans center in Hawaii county. (Inouye, Matsuura)

MAKING AN APPROPRIATION FOR THE FIFTIETH ANNIVERSARY COMMEMORATION OF THE KOREAN WAR COMMISSION.

Appropriates funds for the 50th Anniversary Commemoration of the Korean War Commission; reestablishes the commission. (Kawamoto)

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION TO CONFORM TO THE UNITED STATES CONSTITUTION.

Proposes amendments to the State Constitution that would conform the constitution to the federal constitution. (Bunda (BR))

RELATING TO WHARFAGE FEES.

Exempts interstate and intrastate shipping cargo from wharfage fees at intermediate ports within the State. (Kawamoto)

RELATING TO THE OFFICE OF TRAFFIC OMBUDSMAN.

Establishes an office of traffic ombudsman. (Kawamoto (BR))

MAKING AN APPROPRIATION FOR THE OFFICE OF VETERAN SERVICES.

Makes an appropriation for increased veteran outreach counseling. (Buen, Matsuura, Kokubun, Ihara)

RELATING TO BONDS.

Authorizes revenue bonds to build a world class destination visitor attraction on Ford Island to tell the Navy-Marine Corps story in World War II. (Kawamoto, Matsuura, Kanno)

RELATING TO THE OFFICE OF GRANT WRITING.

Establishes office of grant writing in the department of budget and finance for securing federal grant moneys. (Nakata)

MAKING AN APPROPRIATION FOR PARKING FOR PERSONS WITH DISABILITIES.

Appropriates moneys for Parking for Persons with Disabilities. (Kawamoto)

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE EIGHTEENTH SENATE DISTRICT.

Appropriates funds for capital improvement projects for the benefit of the 18th Senate District. (Menor)

RELATING TO GOVERNMENT WASTE.

Creates a nonpartisan commission to identify and eliminate government waste and inefficiency. Anticipated savings to be appropriated to the state library system. Requires a report submitted to the legislature for next session.

RELATING TO PUBLIC SAFETY.

Requires civil process servers to wear identification badges and carry wallet identification cards.

RELATING TO CONTRACTORS.

Requires bidder on certain public works contracts to identify the specialty contractors. Clarifies that contractors are not authorized to engage in construction activities not provided by the rules of the contractors license board. (SD1)

RELATING TO PARENTAL PREFERENCES IN GOVERNMENT CONTRACTS, PROGRAMS, AND SERVICES.

Requires State and counties to make annual report to the legislature on the number and kinds of contracts affected.

RELATING TO BONDS.

Authorizes special purpose revenue bonds to construct a 750-bed drug rehabilitation and parole violation center for men and women to be located on Oahu.

RELATING TO MOTOR VEHICLE INSPECTIONS.

Lengthens the time required between motor vehicle inspections.

RELATING TO ELECTIONS.

Allows the campaign spending commission to enforce elections violations that pertain to spending campaign funds.

RELATING TO WATERCOURSE MAINTENANCE.

Requires the commission on water resource management to establish a statewide maintenance program to protect, enhance, and reestablish, where practicable, the watercourses of the State.

RELATING TO THE COUNTIES' EMINENT DOMAIN POWERS.

Restricts the eminent domain powers of the counties to ensure that private property, if required, is acquired only for public uses and not for private use.

RELATING TO TAXATION.

Establishes a tax credit for qualified investment at Ko Olina Resort and Marina.

RELATING TO COUNTY ROADS.

Raises the state-imposed fuel tax for the county of Hawaii to pay for road identification and maintenance. (Inouye, Matsuura)

RELATING TO TRANSPORTATION.

Streamlines the process of implementing the Airports Division's capital improvement program projects by reducing redundant requirements. (Kawamoto, Tam)

RELATING TO TRAFFIC VIOLATIONS.

Requires State to report to the United States Department of State regarding traffic violations by members of foreign missions. (Kawamoto)

RELATING TO THE PROCUREMENT CODE.

Establishes preference in procurement code for state resident contractors that meet certain criteria. Exempts state construction contracts under $250,000 from procurement code. (Kawamoto)

RELATING TO THE ADMINISTRATION OF PARKING FOR PERSONS WITH DISABILITIES.

Establishes the Parking for Persons with Disabilities Special Fund to be administered by the Disability and Communication Access Board. (Bunda (BR))

RELATING TO THE USE OF INTOXICANTS.

Applies repeat intoxicated driver provisions to persons with prior drug enforcement contacts. Clarifies that a respondent who refused to be tested or a minor respondent shall not be issued a conditional permit. Clarifies administrative hearing procedure. (Bunda (BR))

RELATING TO PROCUREMENT.

Broadens potential composition and criteria of procurement selection committees. (Sakamoto)

RELATING TO ACCESS FOR PERSONS WITH DISABILITIES.

To add the requirements of the Federal Fair Housing Amendments Act to the design requirements for the state and county construction projects, and clarify language relating to federal and federally funded projects. (Bunda (BR))

RELATING TO DISASTER RELIEF.

Clarifies the protections afforded private agencies and entities engaged in civil defense functions. (Bunda (BR))

RELATING TO MOTOR VEHICLE SAFETY RESPONSIBILITY.

Clarifies employees' exemption from motor vehicle safety responsibility law for posting security when involved in an accident during normal scope of employment. (Kawamoto (BR))

RELATING TO PUBLIC WORKS.

Ensures that public works projects will have plans or specifications prepared or supervised by a licensed design professional. (Bunda (BR))
