RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Requires all drivers, with some exceptions, under age eighteen to be accompanied by a licensed driver over age twenty-one when driving between 10:00 p.m. and 4:00 a.m.

RELATING TO PERSONS WITH DISABILITIES.

Deletes requirement that precinct officials be satisfied that the physical disability exists before rendering assistance; deletes blindness as a specified condition.

RELATING TO BICYCLE SAFETY EDUCATION.

Appropriates funds to conduct bicycle safety education classes for fourth grade students in Hawaii.

RELATING TO DRIVER LICENSING.

Distinguishes the examination, licensing and operation of mopeds from that of motor scooters and motorcycles.

RELATING TO HIGHWAY SAFETY.

Modifies commercial driver licensing laws so they conform to new federal standards, regulations and penalties pertaining to railroad-highway grade crossings for commercial motor vehicles.

RELATING TO USE OF INTOXICANTS.

Clarifies purpose of test under implied consent provisions. Allows law enforcement officer to direct person to take appropriate test for determining drug content.

RELATING TO USE OF INTOXICANTS.

Establishes that the refusal of a legally arrested person, including person under age 21, to submit to breath, blood, or urine test may be admissible in any criminal or civil proceeding.

RELATING TO USE OF INTOXICANTS WHILE OPERATING A VEHICLE.

Specifies that a person who refuses a test for intoxication is ineligible for a conditional driving permit under administrative driver revocation.

RELATING TO EVIDENCE.

Amends law to ensure that Hawaii courts admit photogrammetric analysis of electronic photographs.

RELATING TO PILOTAGE.

Transfers the responsibility for regulating port pilots from the DCCA to the DOT.

RELATING TO BONDS.

Authorizes revenue bonds for a ferry system between Iroquois Point and Ford Island to Aloha Tower and Hilton Hawaiian Village Pier.

RELATING TO THE OBSTRUCTION OF INGRESS OR EGRESS.

Increases the fine and decreases the period of imprisonment for refusal to obey an order to not obstruct ingress to or egress from a public or private place. Defines law enforcement officer.

RELATING TO ELECTRONIC SURVEILLANCE.

Conforms Hawaii's slectronic surveillance laws to federal laws controlling electronic surveillance. Establishes and funds a surveillance review unit within the Department.

RELATING TO PERSONAL TRANSPORTATION.

Excludes electric personal assistive mobility devices from definition of moped, motor vehicle, and vehicle.

RELATING TO CRIME STOPPERS ORGANIZATIONS.

Prohibits the disclosure of communications to a crime stoppers organization, except by in camera inspection by a court where exculpatory to the defendant. Deems communications confidential and privileged. Provides for the repayment of rewards by defendants. Exempts from Uniform Information Practices Act.

RELATING TO JUROR PRIVACY.

Provides that juror qualification forms are not a public record and shall not be made part of the court record. Allows for redacted forms to be made available.

RELATING TO THE UNIFORM INFORMATION PRACTICES ACT.

Restricts inmate access to Department of Public Safety's employee personnel disciplinary records.

RELATING TO GOVERNMENT RECORDS.

Amends section 92-21 to provided that coping cost shall be not less than 5 cents or more than 25 cents per page, sheet, or a fraction thereof.

RELATING TO GENERAL EXCISE TAX.

Exempts contractors from general excise tax for commercial construction or improvement in the State.
