RELATING TO CELLULAR TELEPHONES.

Prohibits cell phone usage while operating a motor vehicle, subject to exceptions for emergencies and for the use of hands-free devices. Requires cell phone vendors to provide buyers with written information on the cell phone traffic law and about hand-free options for cell phones. ( Tam )

RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Authorizes the Director to extend revocable permits for concessions beyond the current one-year limit if extensions are necessary in light of a statewide emergency, such as a natural disaster, or in the event of economic conditions which would adversely affect the State's ability to solicit and obtain favorable bid proposals. RELATING TO THE UTILIZATION OF FEDERAL FUNDS.

Prohibits the governor and the director of finance from restricting any state agency's ability to expend federal grant moneys if already approved by the granting federal agency. ( Hanabusa )

RELATING TO CONTRACTORS.

RELATING TO PROCUREMENT.

Authorizes state purchasing agencies to utilize design-build proposals; requires agencies to pay $5,000 plus 1% of project cost (up to $1 million) for unsuccessful proposals. ( Sakamoto, Hogue )

RELATING TO STATE FUNDS.

Requires the DAGS to submit its annual financial statement and status report concerning the state educational facilities improvement special fund to the legislature, no later than          days prior to the convening of each regular session. ( Taniguchi )

RELATING TO FEDERAL CONSTRUCTION FUNDS.

Establishes the office of federal construction funds coordinator within the department of budget and finance for administrative purposes to monitor, coordinate, report on, and assist state contractors in receiving federal construction funds. RELATING TO GOVERNMENT WASTE.

Creates a nonpartisan commission to identify and eliminate government waste and inefficiency. Anticipated savings to be appropriated to the state library system. Requires a report submitted to the legislature for next session. ( Tam )

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 230, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
