RELATING TO TIME SHARING PLANS. Allows time sharing units and plans on property where an existing hotel is a valid non-conforming use under county ordinance.

RELATING TO PUBLIC AGENCY MEETINGS AND RECORDS. Provides that meetings of any advisory group created or authorized to be created by charter, ordinance, or by the request or order of a county executive, to provide a vision in the development of public facilities and improvements requiring the expenditure of specific sums of public funds for these facilities ad improvements are subject to public meeting notice and minutes requirements.

RELATING TO TOURISM. Repeals redundant tourism laws and assigns key duties of the office of tourism to the Hawaii Tourism Authority.

RELATING TO OFFENSES AGAINST PROPERTY RIGHTS. Clarifies definition of "hotel" in the chapter relating to offenses against property rights to add majority of the tenants are roomers or boarders.

RELATING TO CRUELTY TO ANIMALS. Allows an animal care agency to take custody over an animal if its owner is accused on cruelty to animals. Requires defendant to pay a bond, the proceeds of which are to be used for boarding costs. Allows refund of bond and restoration of ownership if defendant is found not guilty.

RELATING TO CRUELTY TO ANIMALS. Changes the penalty for cruelty to animals from misdemeanor to class C felony.

RELATING TO INTOXICATING LIQUOR. Increases prohibitions for licensure of a class 5, category 2 or 4, and class 11 license; prohibits renewals of a license with any violations in the six months prior to the renewal.

MAKING AN APPROPRIATION TO UPGRADE THE TELECOMMUNICATIONS SYSTEM OF THE HAWAII COUNTY POLICE DEPARTMENT. Appropriates funds to upgrade the telecommunications system of the Hawaii county police department for fiscal year 2002-2003.

MAKING A GRANT-IN-AID TO THE CITY AND COUNTY OF HONOLULU TO CLEAN UP KAILUA WATERWAY SYSTEM WATERWAY. Makes a Grant-In-Aid of $800,000 to the City and County of Honolulu to demonstrate the State's participation in the partnership to clean up Kailua waterway system.

RELATING TO TORTS. Grants holders of a class 4(retail dealer's) liquor license the same standards as government for joint and several liability.

RELATING TO THE CONVENTION CENTER. Assigns the responsibility to market, operate, manage, and maintain the Hawaii Convention Center Facility to the HTA including the establishment of the Hawaii Convention Center Enterprise Special Fund and the Convention Center Facility Reserve Special Fund.
