RELATING TO WATERCOURSE MAINTENANCE. Requires the commission on water resource management to establish a statewide maintenance program to protect, enhance, and reestablish, where practicable, the watercourses of the State.

RELATING TO THE COUNTIES' EMINENT DOMAIN POWERS. Restricts the eminent domain powers of the counties to ensure that private property, if required, is acquired only for public uses and not for private use.
