Increases number of public, voting board members from 10 to 12 by adding one new public voting member and converting one public, nonvoting member; declares that of the 12 public, voting members, at least one representative from each county shall be included; declares that at least one public, voting member shall have expertise in Hawaiian culture; expands the areas of expertise for 6 of the 12 public, voting members; authorizes the chair of the board of land and natural resources or a designated representative to be an ex officio nonvoting member; increases voting members required for quorom.
