Amends the employees' retirement system law to provide for special compensation to pensioners.

RELATING TO PENSION AND RETIREMENT SYSTEMS.

Provides that if a firefighter retires because of a service-connected disability pursuant to section 88-79 and the former firefighter subsequently returns to service in any position other than a firefighter, the member's retirement allowance shall be two and one-half per cent of the member's average final compensation for each year of credited service as a firefighter.

RELATING TO COLLECTIVE BARGAINING.

Allows parties to agree that non-cost items are valid and enforceable. Sets forth when terms of the collective bargaining agreement take precedence.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Amends various statutory provisions to simplify and facilitate the administration and processing of pension benefits.

RELATING TO PUBLIC WORKS PROJECTS.

Maintains a fair public works bidding process by clarifying that the provisions of chapter 104 apply regardless of whether prevailing wage, overtime, and other requirements are stated in a contract or specifications, and that omission from a contract cannot be used as a defense by a contractor who is found in violation.

RELATING TO GOVERNMENT.

Provides for the regulation of privatization contracts, including providing for a review of contract costs, monitoring and enforcement of privatization services, and public access to information. Requires annual reports to include an evaluation of the efficiency and effectiveness of services provided.
