Allows supreme court to determine whether to create, accept, retain case, fiscal, and administrative records in electronic form.

RELATING TO THE UNIFORM PROBATE CODE.

Decreases time in which to contest an informally probated will from the later of 12 months from the probate or 3 years from the death to 90 days after receiving notice of proceeding, 12 months from the date it was admitted to probate, or 30 days after an order approving the settlement, whichever is shorter.

RELATING TO JURY DUTY.

Allows an exemption from jury duty for financial hardship.

RELATING TO JUROR PRIVACY.

Provides that juror qualification forms are not a public record and shall not be made part of the court record. Allows for redacted forms to be made available.

RELATING TO ARRESTS.

Makes a knowing, rather than a wilful, failure to appear in answer to a citation punishable by imprisonment of not more than 30 days or a fine or both. Increases the amount of fine from $100 to $1,000.

Makes various changes to the Hawaii Rules of Evidence.

MAKING APPROPRIATIONS FOR UNIFORM LAWS.

Appropriates funds for state commission to promote uniform laws, and to pay State's dues to National Conference of Commissioners on Uniform State Laws.

Grants holders of a class 4 (retail dealer's) liquor license the same standards as government for joint and several liability.

RELATING TO FAMILY COURTS.

Allows family court judge to fine a child or the parents, guardian or custodian in an amount not to exceed what an adult could be fined if the act were committed by an adult.

RELATING TO THE JURISDICTION OF THE COURTS.

Adds unlawful imprisonment in the second degree and interference with reporting an emergency or crime as violations over which family court has concurrent jurisdiction with district court.

RELATING TO ADOPTION.

Establishes an advisory task force to study the consequences of integrating the practice of hanai into statutory law. Requires the task force to propose draft legislation for consideration for the 2004 legislature. Requires the advisory task force to submit an interim report to the 2003 legislature, and a final report to the 2004 legislature. Appropriates $1 to defray the costs of the advisory task force.

RELATING TO FAMILY COURT.

Authorizes the family court to issue other orders relevant to the liberty and support of either party or a party's child when issuing a temporary restraining order.

RELATING TO VISITATION.

Affirms sibling visitation rights and establishes procedures for enforcement and visitation. Establishes a rebuttable presumption in cases of the adoption of orphaned children that sibling visitation is in the best interests of the child.

Establishes guidelines for the court in determining release of information related to cases involving a missing child.
