Provides for the automatic certification of motorcycle operator education programs operated by the military; provided that certain standards are met.

RELATING TO PAROLE.

Establishes an earned time program providing incentives for inmate rehabilitation in which inmates may earn reductions in the minimum term of imprisonment set by the Hawaii paroling authority by making consistent progress in all of the following areas: work and vocational training, social adjustment, counseling, self-help, therapeutic, educational, and literacy programs. RELATING TO ELECTIONS.

Requires the elections appointment and review panel to submit to the legislature the findings and recommendations from the biennial performance evaluation before each regular session held in even-numbered years instead of odd-numbered years; makes appropriation; effective upon approval. (SD2)

RELATING TO CAMPAIGN SPENDING.

Limits aggregate contributions by any person or entity to not more than $25,000 in any calendar year; repeals limits on number of fundraisers; limits family and personal funds contribution in the aggregate to $25,000. Disallows contributions made by contractors. Disallows contributions made directly to candidates from corporations and labor organizations, however, allows contributions through separate segregated funds for greater accountability. (SD2)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Broadens the use of the Native Hawaiian Rehabilitation Fund (NHRF) to allow the provision of NHRF-supported programs and services to be extended to native Hawaiian families, Hawaiian homestead communities, and other organizations controlled by native Hawaiians.

Allows a homestead lessee, who is at least one-quarter Hawaiian, to transfer the leasehold interest in the tract to a brother or sister, who is at least one-quarter Hawaiian.

RELATING TO GUIDE DOGS, SIGNAL DOGS, AND SERVICE ANIMALS.

Imposes penal sanctions for causing injury or death to, or intentionally interfering with the use of, a guide dog, signal dog, service animal, or law enforcement dog; and for fraudulently misrepresenting oneself as the owner or trainer of a guide dog, signal dog, or service animal. (SD1)
