Brings Hawaii's child pornography laws in line with federal statutes and to criminalize the use of computers to victimize children.

RELATING TO THE USE OF INTOXICANTS.

Applies repeat intoxicated driver provisions to persons with prior drug enforcement contacts. Clarifies that a respondent who refused to be tested or a minor respondent shall not be issued a conditional permit. Clarifies administrative hearing procedure. (SD1)

RELATING TO CAVE PROTECTION.

RELATING TO FINANCIAL SERVICES LOAN COMPANIES.

Replaces article 9 of the code of financial institutions relating to financial services loan companies with two new articles governing depository FSLCs and nondepository FSLCs, respectively. (SD1)

RELATING TO INSURANCE.

Amends the insurance code for internal consistency based upon enactment of the producer licensing law. Reinstates licensing scheme for managing general agents that was inadvertently repealed in Act 216, SLH 2001. (SD1)

RELATING TO CONTROL OF DISEASE.

Allows the Department to enter into agreements with health care facilities and providers to assist with epidemic control activities. Requires individuals and entities to provide information needed to locate people suspected of having been exposed to a dangerous disease. Establishes protections for the rights of individuals quarantined to prevent transmission of a dangerous infectious disease and grants the Department authority to sequester contaminated articles.
