Includes employees of private companies working in correctional facilities in sexual offenses statutes that prohibit sexual penetration and sexual contact with imprisoned persons or a person confined to a detention facility. RELATING TO SENTENCING.

Requires court to consider seriousness of injury in sentencing in domestic violence cases, including consideration of extended term. (SD1)

RELATING TO CHILD SUPPORT ENFORCEMENT.

Enables the CSEA to notify employers of the amount of child support automatically withheld from an employee's paycheck by way of notice, as opposed to requiring a certified court order being served on the affected employer. Allows the CSEA to levy fines against individuals and entities not responding to its requests for information. Clarifies that spousal support can only be enforced when child support is being enforced and that all child support records are confidential. (SD1)

RELATING TO THE USE OF INTOXICANTS.

Applies repeat intoxicated driver provisions to persons with prior drug enforcement contacts. Clarifies that a respondent who refused to be tested or a minor respondent shall not be issued a conditional permit. Clarifies administrative hearing procedure. (SD1)

RELATING TO CRIME STOPPERS ORGANIZATIONS.

Prohibits the disclosure of communications to a crime stoppers organization, except by in camera inspection by a court where exculpatory to the defendant. Deems communications confidential and privileged. Provides for the repayment of rewards by defendants. (SD1)

RELATING TO THE PENAL CODE.

Creates new offenses of terrorism; hinders apprehension or prosecution for terrorism, production or possession of a chemical, biological, or nuclear weapon, and making a false alarm.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 35 copies of their testimony to the committee clerk, Room 202, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
