Imposes penal sanctions for intentionally interfering with the use of a guide dog, signal dog, or service animal; fraudulently misrepresenting oneself as the owner or trainer of such an animal; and causing injury or death to such an animal. |

RELATING TO ANIMAL CRUELTY. Requires veterinarians to report known or suspected cases of animal cruelty to a humane society or law enforcement. Provides for immunity from civil liability for reports made in good faith. |

RELATING TO VICTIMS OF CRIMES. Adds a provision to the Hawaii Victim's Bill of Rights that would toll the statute of limitations for victims of crimes of violence, sex crimes, and certain other crimes, until the perpetrator of those crimes is released from the jurisdiction of the court (released from prison, parole, or probation). |
