Establishes protections for the rights of individuals quarantined to prevent transmission of a dangerous infectious disease and grants the Department authority to sequester contaminated articles. Expands the DLNR's authority to possess or use chemicals and electrofishing devices that would normally be unlawful, when no other reasonable alternative is appropriate; expands the department's authority to permit non-consumptive activities that are otherwise prohibited by law; and clarifies that permits issued for chemicals and electrofishing devices include possession or use of such devices.
