Appropriates funds for various programs to improve the efficiency and services of the authority.

PROPOSING AN AMENDMENT TO ARTICLE I, SECTION 4, OF THE CONSTITUTION OF THE STATE OF HAWAII TO EXPAND THE CONSTITUTIONAL GUARANTEE OF FREE SPEECH TO QUASI-PUBLIC FACILITIES.

Proposes a constitutional amendment to expand the constitutional guarantee of free speech to quasi-public facilities.
