RELATING TO CHILD PROTECTION.

Expands the membership of the child protective review panel to include two community members who are active in the systemic reform of the child protection system. Clarifies the definition of "serious abuse" to include cases of missing children.

RELATING TO CHILD PROTECTION.

Establishes rebuttable presumptions in missing child case that concerns about the whereabouts and well-being of the missing child outweigh concerns as to confidentiality and potentially harmful effect on child’s family members, including a minor sibling involved in a protection case. Requires the court to limit release of information concerning sibling.

RELATING TO FAMILY COURT.

Codifies a minor's common law right to consent for legal services in certain family court proceedings.

RELATING TO VISITATION.

Authorizes reasonable visitation rights for siblings. Establishes criteria. Establishes rebuttable presumption in adoption of orphan cases that reasonable visitation by siblings is in the best interests of the child.

Appropriates funds for security personnel and facility improvements for elderly and disabled public housing in the Kalihi Palama area.

RELATING TO TAX CREDITS.

Provides an income tax credit for cash contributions made to qualified nonprofit agencies that provide direct services to the public.

RELATING TO HOUSING.

Increases affordable housing opportunities for elderly households by allowing persons who are at least 55 years of age to reside in state-funded elderly public housing projects and privately owned projects that are assisted with state or federal resources by the HCDCH, provided that at least one person in the household is 62 years of age or older.

Streamlines the state public housing eviction process without impairing the tenant's due process rights.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Conforms the period for transmitting the record of a HCDCH proceeding to a court of appeal to the period specified for other agencies.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Waives the three year buyback provision until 12/11/04 (at which time the buyback returns to ten years).

RELATING TO CHILD CARE.

Exempts from child care licensing and registration statutes and rules persons who care for two or fewer children unrelated to the caregiver by blood, marriage, or adoption. Authorizes the department to investigate possible violations of the child care law. Allows the department to obtain an inspection warrant from district court.

RELATING TO THE HAWAII HOME LOAN PROTECTION ACT.

Creates the Hawaii home loan protection act to protect the homes and equity of individual borrowers.

Increases the personal needs allowance from $20 to $30 plus additional changes yearly based on COLA increases or decreases.

Requires, by audit, residential care homes (not long term facilities) to appropriately disperse personal needs funds.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNT CONTRIBUTION TAX CREDIT.

Provides that the individual account contribution tax credit shall be equal to 100% of the amount contributed.
