Establishes a patient safety and medical errors reduction program for all health care facilities in the State, including a risk management and risk prevention education and training component for nonphysician personnel and the development and implementation of an incident reporting system. RELATING TO SPECIAL PURPOSE REVENUE BONDS

Repeals the provision that prohibits the issuance of special purpose revenue bonds after June 30, 2003. Authorizes the issuance of special purpose revenue bonds to assist Hawaii Pacific Health in the acquisition or construction of health care facilities, renovation of existing facilities, acquisition of land, equipment, and technology, and other capital-related projects.
