RELATING TO TAXATION OF PERSONS WITH IMPAIRED SIGHT OR HEARING OR WHO ARE TOTALLY DISABLED THAT ARE ENGAGED IN BUSINESS.

Provides the same general excise tax benefits to persons with impaired sight, hearing, or who are totally disabled regardless of the entity in which they choose to do business.

MAKING AN EMERGENCY APPROPRIATION FOR THE HAWAII HEALTH SYSTEMS CORPORATION.

Appropriates $5,000,000 in general funds for fiscal year 2001-2002 to repay funds advanced by the State, and to repay for mandated and rural healthcare costs for fiscal year 2001-2002.

RELATING TO HOSPITAL LICENSING.

Expedites the mandatory annual state licensing of hospitals by the Department by accepting accreditation by the Joint Commission on Accreditation of Healthcare Organizations as evidence that a hospital, which pays for the accreditation process, demonstrates compliance with all licensing requirements of the State when the Department receives a certified copy of the organization's official accreditation report; and holds a current and valid license.

RELATING TO EMERGENCY MEDICAL SERVICES.

Authorizes the Department to implement and maintain a trauma registry for the collection of information concerning the treatment of critical trauma patients at state-designated trauma centers, and administer a system for the management of that information.

Allows the Insurance Division to protecting Hawaii's consumers from insolvent dental insurers by repealing the (07/01/02) "drop dead" provisions of Act 132, Session Laws of Hawaii 2001.

RELATING TO BIRTH DEFECTS.

Establishes a Birth Defects Program in the DOH. Allows DOH to collect data on birth defects and other adverse reproductive outcomes, and to provide information to families and health care providers about health and early intervention services. Establishes a Birth Defects Special Fund to pay for operating expenses of the Birth Defects Program.

Provides a consistent fee structure for permits relating to burial and disinterment administered by the DOH. Provides funds to help automate and modernize the process of registering death events.

Requires accreditation for certification rather than licensing of transitional residential and semi-supervised independent living arrangements.

RELATING TO THE PUBLIC HEALTH NURSING SERVICES SPECIAL FUND.

Establishes the Public Health Nursing Services Special Fund for case management services in the Public Health Nursing Branch Program to receive and expend Medicaid funds for medically fragile children under the age 21 with complex medical conditions.

RELATING TO NATUROPATHY.

Revises the accrediting standards for approved naturopathic schools to eliminate adverse consequences on applicants for licensure.

RELATING TO TATTOO ARTISTS.

Allows the Director to deny the renewal of license of any person applying to be licensed as a tattoo artist.

RELATING TO CONTROL OF DISEASE.

Allows the Department to enter into agreements with health care facilities and providers to assist with epidemic control activities. Requires individuals and entities to provide information needed to locate people suspected of having been exposed to a dangerous disease. Establishes protections for the rights of individuals quarantined to prevent transmission of a dangerous infectious disease and grants the Department authority to sequester contaminated articles.

RELATING TO CONTROLLED SUBSTANCES.

Defines the term "controlled substance analogue". To prohibit a person who acquires, possess, or sells a substance listed from using the substance as a controlled substance analogue or to illegally manufacture a controlled substance. Includes additional schedule modifications and revisions.

RELATING TO INTOXICATING LIQUOR.

Expands definition of "special liquor district" to include areas designated for historic preservation and residential protection; adds possible adverse effects on the community as part of the report of the inspector required for every application for a license.
