RELATING TO DENTAL HEALTH. Reduces the number of employees of the dental health division within the department of health. Places that division within the department's health resources administration. Provides that funds previously appropriated to support the division shall be used solely for purchase of services to monitor dental advocacy. |

RELATING TO PUBLIC SCHOOLS. Establishes a three-year school nutrition demonstration project. |

SB 2590 |
RELATING TO MEDICAID. Raises medicaid eligibility to 300% of federal poverty level for Hawaii. Requires DHS to enroll all public employees, retirees, and uninsured residents otherwise eligible. Adopts all optional services. Replaces 1115 waiver with the Health Insurance Flexibility and Accountability demonstration initiative. |

RELATING TO BIRTH DEFECTS. Establishes a Birth Defects Program in the DOH. Allows DOH to collect data on birth defects and other adverse reproductive outcomes, and to provide information to families and health care providers about health and early intervention services. Establishes a Birth Defects Special Fund to pay for operating expenses of the Birth Defects Program. |

MAKING AN EMERGENCY APPROPRIATION TO THE CHILD AND ADOLESCENT MENTAL HEALTH DIVISION. Requests an emergency appropriation for services provided by the Child and Adolescent Mental Health Division associated with the Felix vs. Cayetano consent decree. |
