Awards $80 for each new enrollment of an eligible child in the children's health insurance program to parent-teachers associations, hospitals, and nonprofit organizations. Appropriates matching funds to DHS. Appropriates funds for training. |

RELATING TO CHILD PROTECTION. Expands the membership of the child protective review panel to include two community members who are active in the systemic reform of the child protection system. Clarifies the definition of "serious abuse" to include cases of missing children. |
