RELATING TO REGULATION OF PRESCRIPTIVE AUTHORITY OVER CONTROLLED SUBSTANCES.

Creates controlled substances panel within DOH composed of director of health, dean of UH school of medicine, and administrator of narcotics enforcement division of PSD to regulate prescriptive authority. Exempts licensed doctors and osteopaths.

RELATING TO HEALTH CARE PROVIDERS.

Authorizes licensure sanctions against health care providers who default on federal or state loan and service conditional scholarship programs.

RELATING TO DENTAL HYGIENISTS.

Allows licensed dental hygienist to practice under the direct or general supervision of a licensed dentist.

RELATING TO MARRIAGE AND FAMILY THERAPISTS

Changes regulation of marriage and family therapist to regulation by the department of commerce and consumer affairs instead of the director. Extends sunset to 6/30/04.

RELATING TO PRESUMPTIVE MEDICAID ELIGIBILITY FOR PREGNANT WOMEN.

Requires the department of human services to provide presumptive Medicaid or QUEST coverage to certain pregnant women.

RELATING TO SEXUAL EXPLOITATION.

Establishes the offense of sexual exploitation of a minor. Authorizes action against a license and property forfeiture based upon a conviction of this offense.

Establishes a nursing loan program and appropriates funds to provide loans to nursing candidates.

Allows director of labor and industrial relations to consult with insurance commissioner; repeals prepaid health care advisory council.

RELATING TO STANDARDIZED INSURANCE FORMS.

Requires the insurance commissioner to develop and health insurers to begin using standard medical claims forms within three years.

RELATING TO HEALTH INSURANCE REIMBURSEMENT.

Removes sunset of Health Insurance Reimbursement Act. Eliminates the requirement that the insurer notify the health care provider within 7 to 15 days after receiving a claim that a claim is contested or denied or requires more time. Limits the requirement of paying interest for interest accruals of at least $2.

RELATING TO MANDATORY HEALTH INSURANCE.

Mandates coverage for biologically based psychiatric and addiction disorders by all health insurers, mutual benefit societies, and HMOs in the State after 12/31/2002.

RELATING TO MEDICAL INSURANCE.

Allows health insurance companies and mutual benefit societies to directly reimburse providers who do not participate in their plans.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room226, State Capitol 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
