RELATING TO TAXATION OF PERSONS WITH IMPAIRED SIGHT OR HEARING OR WHO ARE TOTALLY DISABLED THAT ARE ENGAGED IN BUSINESS.

Provides the same general excise tax benefits to persons with impaired sight, hearing, or who are totally disabled regardless of the entity in which they choose to do business. (SB2829)

RELATING TO SPECIAL PURPOSE REVENUE BONDS.

Repeals the provision that prohibits the issuance of special purpose revenue bonds after June 30, 2003. Authorizes the issuance of special purpose revenue bonds to assist Hawaii Pacific Health in the acquisition or construction of health care facilities, renovation of existing facilities, acquisition of land, equipment, and technology, and other capital-related projects. MAKING AN EMERGENCY APPROPRIATION FOR THE DEPARTMENT OF HUMAN SERVICES.

RELATING TO CONTROL OF DISEASE.

Allows the Department to enter into agreements with health care facilities and providers to assist with epidemic control activities. Requires individuals and entities to provide information needed to locate people suspected of having been exposed to a dangerous disease. Establishes protections for the rights of individuals quarantined to prevent transmission of a dangerous infectious disease and grants the Department authority to sequester contaminated articles.
