MAKING AN APPROPRIATION FOR THE PRESCHOOLS OPEN DOORS PROGRAM.

Appropriates $5,000,000 for the Preschools Open Doors Program.

RELATING TO AGE VERIFICATION OF SEXUAL PERFORMERS.

Requires producers of pornography to verify that their performers are not minors, and requires them to keep documentation of this verification.

RELATING TO CRIMES AGAINST CHILDREN.

Deters child pornography by bringing Hawaii's child pornography laws in line with federal statutes, and to criminalize the use of computers to victimize children.

RELATING TO SEXUAL OFFENSES.

Includes employees of private companies working in correctional faciliteis in sexual offenses statutes that prohibit sexual penetration and sexual contact with imprisoned persons or a person confined to a detention facility. Expands sexual assualt protection to inmates placed in private correctional facilities operating in the State.

RELATING TO DIRECT PAYMENT OF CHILD SUPPORT

Deletes reference to the Offfice of Child Support Hearings as an entity having the ability to order direct payments.

RELATING TO CHILD SUPPORT ENFORCEMENT

Enables the CSEA to notify employers of the amount of child support automatically withheld from an employee's paycheck by way of notice, as opposed to requiring a certified court order being served on the affected employer. Allows the CSEA to levy fines against individuals and entities not responding to its requests for information. Clarifies that spousal support can only be enforced when child support is being enforced and that all child support records are confidential.

Deletes reference to public assistance debt. Allows orders or judgments issued by another state to be recorded with the Bureau of Conveyances.

Requires the use of the National Medical Support Notice form whenever a parent is ordered to provide medical insurance coverage for a child.

RELATING TO CHILD CARE

Exempts from child care licensing and registration statutes and rules persons who care for two or fewer children unrelated to the caregiver by blood, marriage, or adoption. Authorizes the department to investigate possible violations of the child care law. Allows the department to obtain an inspection warrant from district court.

MAKING AN EMERGENCY APPROPRIATION FOR THE DEPARTMENT OF HUMAN SERVICES

Authorize DHS to meet its state and federal mandates to provide foster board and board-related costs, permanency assistance, and difficulty-of-care payments for foster and adoptive parents, permanent custodians, and guardians of children with special needs. [Emergency appropriation bill]

Requests an emergency appropriation for services provided by the Child and Adolescent Mental Health Division associated with the Felix vs. Cayetano consent decree.

RELATING TO EMERGENCY MEDICAL SERVICES.

Authorizes the Department to assist in the implementation of a statewide poison information program.

RELATING TO EMERGENCY MEDICAL SERVICES.

Allows a person, a person's guardian, or agent, or surrogate with legal authority, to make health-care decisions on behalf of the person to allow withholding cardiac resuscitation and artificial breathing or to revoke CCO-DNR documents.

RELATING TO EMERGENCY MEDICAL SERVICES.

Authorizes the Department to implement and maintain a trauma registry for the collection of information concerning the treatment of critical trauma patients at state-designated trauma centers, and administer a system for the management of that information.

RELATING TO THE HAWAII LONG-TERM CARE FINANCING ACT.

Enacts the Hawaii long-term care financing Act; creates a mandatory assessment system to collect premiums from employee paychecks; establishes an initial premium amount of $10 per month and an initial benefit payment of $70 per day for 365 days; creates the Hawaii long-term care benefits fund to hold the premiums and to pay benefits.
