RELATING TO HANA COMMUNITY HEALTH CENTER.

Appropriate $1.2 million to Hana Community Health Center for a pilot project servicing Felix recipients and $100,000 CIP for the construction of a senior citizens center office.

RELATING TO MEDICAID.

Raises medicaid eligibility to 300% of federal poverty level for Hawaii. Requires DHS to enroll all public employees, retirees, and uninsured residents otherwise eligible. Adopts all optional services. Replaces 1115 waiver with the Health Insurance Flexibility and Accountability demonstration initiative.

RELATING TO TAXATION.

Allows a deduction from gross income of twice the amount of the federally allowed deduction for charitable contributions and gifts to elder care programs.

Appropriates funds for outreach services on Oahu for the homeless.

RELATING TO HUMAN SERVICES.

Establishes a state-funded food assistance program for income-qualified immigrant children and immigrants 65 years-of-age and older ineligible under federal law for food stamps. Appropriates funds.

RELATING TO LANGUAGE ACCESS FOR PERSONS WITH LIMITED ENGLISH PROFICIENCY.

Appropriates $60,000 for FY 2002-2003 to create a commission on language access. Appropriates unspecified amounts for the DOH and DHS to develop and implement systems by which limited English speaking persons can access services, activities, and programs within each department.

RELATING TO DNA TESTING.

Requires DNA samples from all convicted felons; requires DNA analysis to be kept on record by Hawaii Criminal Justice Data Center; allows DNA analysis to be disseminated to law enforcement authorities upon request for criminal justice administration purposes and disclosed to a felony defendant.

RELATING TO ADVANCE DIRECTIVES FOR MENTAL HEALTH CARE.

Provides for advance health-care directive for mental health care and treatment. Repeals provisions relating to medical treatment decisions for psychotic disorders (chapter 327F, HRS).

Licenses hypnotherapists. Establishes a board of hypnotherapy in the department of commerce and consumer affairs. Establishes examination requirements. Provides for reciprocity.
