RELATING TO MUTUAL BENEFIT SOCIETIES.

Repeals the exemption from state, county, and municipal taxes for mutual benefit societies.

SB 2093

RELATING TO HEALTH INSURANCE.

Defines offense of insurance fraud as applied to health insurance provided by accident and sickness insurance contracts, mutual benefit societies through medical indemnity or hospital service associations, and HMOs, and sets criminal penalties. Exempts investigators from civil liability.

RELATING TO MANDATORY HEALTH INSURANCE.

Mandates coverage for biologically based psychiatric and addiction disorders by all health insurers, mutual benefit societies, and HMOs in the State after 12/31/2002.

RELATING TO HEALTH CARE INSURERS.

Requires health care insurers to file an annual financial report to continue their tax exempt status under income tax and general excise tax laws.

RELATING TO HEALTH.

Adds kidney dialysis machines and services to regulatory function of department of health; adds kidney dialysis technicians to occupations regulated by the DOH.

RELATING TO MENTAL HEALTH, ALCOHOL, AND DRUG ABUSE.

Requires mental illness benefits to be provided to minors to same as extent as to adults; prohibits rate discrimination for minors; defines a minor; adds major depression to definition of serious mental illness as applied to minors; requires treatment as clinically necessary for minors for serious mental illness and alcohol and drug dependence benefits; repeals sunset of definition of "serious mental illness".

RELATING TO A CENTER FOR NURSING.

Creates a new chapter for a center for nursing within the department of commerce and consumer affairs to assist with nursing issues such as nurse shortfalls. Appropriates 100,000 for the purpose of this Act.

RELATING TO PATIENT SAFETY.

Establishes a patient safety and medical errors reduction program for all health care facilities in the State, including a risk management and risk prevention education and training component for nonphysician personnel and the development and implementation of an incident reporting system.

Appropriates funds for security personnel and facility improvements for elderly and disabled public housing in the Kalihi Palama area.
