Establishes a noncontiguous Hawaiian Charter School District under the Department of Education to be governed by a Hawaiian school board.

MAKING AN APPROPRIATION FOR BUSSING FOR THE HAWAIIAN LANGUAGE IMMERSION PROGRAM.

Makes an appropriation for bussing for the Hawaiian Language Immersion Program.

Establishes a state office on Hawaiian culture and arts and a grant program.
