RELATING TO A HAWAIIAN AUTONOMY TRUST.

Provides for the disposition of assets and liabilities from the office of Hawaiian affairs following the ratification of a constitutional amendment to authorize the creation of a Hawaiian autonomy trust, including the deposit of assets in an escrow account and the appointment of a special master.

Provides for interim revenues for fiscal year 2002-2003 of $17,000,000.

Allows trustees of OHA to participate in and receive the same retirement benefits as other state elected officials.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED

Broadens the use of the Native Hawaiian Rehabilitation Fund (NHRF) to allow the provision of NHRF-supported programs and services to be extended to native Hawaiian families, Hawaiian homestead communities, and other organizations controlled by native Hawaiians.

Allows a homestead lessee, who is at least one-quarter Hawaiian, to transfer the leasehold interest in the tract to a brother or sister, who is at least one-quarter Hawaiian.

Changes the time frame for Island Burial Councils to make determinations to relocate or preserve native Hawaiian burial sites from forty-five days to thirty days.
