Caps TAT revenues deposited to tourism special fund at $61,000,000 annually; deposits ninety percent of any TAT revenues over $61,000,000 to the state parks special fund and ten percent to the Hawaii statewide trail and access program, up to $2,000,000 annually.

RELATING TO THE DEFINITION OF LANDOWNER FOR SAFE HARBOR AGREEMENTS AND HABITAT CONSERVATION PLANS.

Clarifies the definition of landowner eligible for coverage under safe harbor agreements and habitat conservation plans to include public lands relating to 3 projects; clarifies that confidentiality protection is for private lands.

RELATING TO THE KALAELOA COMMUNITY DEVELOPMENT DISTRICT.

Transfers the responsibility for redeveloping the lands at Barbers Point, Oahu, from the Barbers Point Naval Air Station Redevelopment Commission to the Hawaii Community Development Authority.

RELATING TO LAND USE.

Establishes criteria and process for identification of important agricultural lands. Provides a one-time process to reclassify lands of low agricultural resource value to the rural land use district. Authorizes counties to permit home occupations in the agricultural district without requiring a special permit.
