Expands the protection against discrimination by the State against a person with disabilities and expands the coverage to include counties.

MAKING AN APPROPRIATION FOR PARKING FOR PERSONS WITH DISABILITIES.

Establishes the Parking for Persons with Disabilities Special Fund (Special Fund) to be administered by the Disability and Communication Access Board. Requires that a portion of the revenues from the state vehicle registration fee be deposited into the Special Fund.
