Eliminates "urban" as a requirement that limits the board of land and natural resources to leasing public lands for historic preservation and restoration projects.

Allows the BLNR to waive requirements to obtain consent for subleases under public land leases.

Removes the requirement that all contributions, moneys, and funding received by any Soil and Water Conservation District be deposited into the general fund.

RELATING TO PUBLIC LAND LEASES.

Requires that the length of any lease extension resulting from economic hardship shall not exceed five years. Authorizes BLNR to extend or modify a lease affected by eminent domain-related proceedings, provided it determines that the lessee will not be adequately compensated pursuant to the lease provisions.
