Exempts contracts by government bodies from the procurement code to procure goods, services, or construction for the operation of an electric utility owned or operated by any county with a population under 100,000.

Authorizes a corporation established by a county as a public body corporate and politic and instrumentality and agency of the county for the purpose of owning or operating facilities for the furnishing of electricity, or any board of a county that owns or operates facilities for the same, to issue revenue bonds.

RELATING TO CONCESSIONAIRES.

Grants economic relief to airport concessionaires.

RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Authorizes the Director to extend revocable permits for concessions for an additional period not to exceed one year if extensions are necessary in light of a natural disaster, or the continuation of an adverse economic condition which would adversely affect the State's ability to solicit and obtain favorable bid proposals.
