Repeals administrative rules that are either null and void or unnecessary.

RELATING TO PRESCRIPTION DRUGS.

Appropriates funds to the Department of Human Services (DHS) for the purpose of paying $1 for each prescription written for an individual whose income is at or below 300 per cent of the federal poverty level; provided that DHS obtains a waiver from the federal government to provide prescription drugs at Medicaid rates for qualified individuals.

Repeals the provision that prohibits the issuance of special purpose revenue bonds after June 30, 2003. Authorizes the issuance of special purpose revenue bonds to assist Hawaii Pacific Health.

Authorizes the issuance of $3,000,000, in SPRBs to assist Wines of Kauai, LLC, with the planning, design, construction, and equipping of a winery on the island of Kauai.
