Repeals the HOPE endowment special fund and transfers the remaining balance to the University of Hawaii tuition and fees special fund to be used for programs to support underrepresented students and promote diversity.

Reduces period of forgiving loans from the Hawaii educator loan program from 10 years to 6 years; establishes an appropriation ceiling; and authorizes a ceiling of up to 5% of outstanding loans for administrative costs.
