RELATING TO THE HAWAII LONG-TERM CARE FINANCING ACT.

Enacts the Hawaii long-term care financing Act; creates a blue ribbon panel to administer the long-term care program; creates a mandatory assessment system to collect premiums from employee paychecks; establishes an initial premium amount of $10 per month and an initial benefit payment of $70 per day for 365 days; creates the Hawaii Long-Term Care Benefits Fund to hold the premiums and to pay benefits.

RELATING TO THE CIGARETTE AND TOBACCO TAX.

Increases the excise tax paid by wholesalers or dealers on cigarettes and tobacco products sold or used after June 30, 2002, to 10 cents per cigarette, and to fifty percent of the wholesale price of the tobacco product. Allocates $5,000,000 annually from the excise tax collected from cigarettes and tobacco products to the Hawaii Tobacco Prevention and Control Trust Fund. Allocates an undetermined amount annually to DOH to startup and maintain the tobacco regulation process proposed in HB2219.
