RELATING TO THE PUBLIC PROCUREMENT CODE.

Amends the public procurement code relating to preferences to require the State and counties to ignore general excise and use tax amounts when evaluating bids from local companies.

RELATING TO PROFESSIONAL SERVICES CONTRACTS.

Provides that the names and qualifications of the members of the review and selection committees are subject to public-disclosure requirements. Authorizes selection committee to add secondary selection criteria in awarding contracts.

RELATING TO PUBLIC WORKS.

Ensures that public works projects will have plans or specifications prepared or supervised by a licensed design professional.

RELATING TO PUBLIC CONTRACTS.

Amends chapters 103 and 103D, Hawaii Revised Statutes (HRS), to consolidate and clarify sections in the chapter, or repeal related sections of the HRS.

RELATING TO CONTRACTORS.

Requires bidder on certain public works contracts to identify the specialty contractors. Clarifies that contractors are not authorized to engage in construction activities not provided by the rules of the contractors license board.

RELATING TO PARENTAL PREFERENCES IN GOVERNMENT CONTRACTS, PROGRAMS, AND SERVICES.

Requires State and counties to make annual reports to the legislature on the number and kinds of contracts, programs, or services that may show a preference for one parent over the other.
