Requires an environmental assessment for actions that propose any wastewater facility, waste-to-energy facility, landfill, oil refinery, or power generating facility with development costs greater than $1,000,000; and for any development within the SMA that requires a special management area use permit.

Establishes county requirements for separate collection and recycling of food waste by specified restaurants, food courts, hotels, markets, food manufacturers or processors, catering establishments, hospitals, schools, and businesses; requires inspections and dissemination of information about the requirements.

RELATING TO THE REDUCTION OF CARBON DIOXIDE EMISSIONS.

Allows the Director to establish a program for the reduction of emissions of carbon dioxide, set fees and penalties for the program. Establishes a Carbon Dioxide Emissions Reduction Special Fund.
