Authorizes issuance of $25,000,000 in special purpose revenue bonds for Central Oahu Recycling and Disposal Facility, Inc.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PROJECTS ON THE ISLANDS OF MAUI AND HAWAII.

Authorizes issuance of $25 million, $15 million, and $15 million in special purpose revenue bonds to Pacific Wind Energy LLC for 20-megwatt, 10-megawatt, and 10-megawatt wind farms on Maui, and South Point and North Kohala on the Big Island.

Extends authorization of $20,000,000 in special purpose revenue bonds from 6/30/2003 to 6/30/2007 for Hui 'Enekinia on the Big Island for electricity cogeneration. Removes water production and facilities from Hui 'Enekinia's operating structure.

Exempts contracts by government bodies from the procurement code to procure goods, services, or construction for the operation of an electric utility owned or operated by any county with a population under 100,000.

Authorizes a corporation established by a county as a public body corporate and politic and instrumentality and agency of the county for the purpose of owning or operating facilities for the furnishing of electricity, or any board of a county that owns or operates facilities for the same, to issue revenue bonds.
