Provides an income tax credit for residential customes who use home generators and are not connected to the electric grid.

Clarifies the disposal options for used tires and notice requirements to consumers of new tires. Further provides that tire inventory payment by the rental car industry shall be paid annually.

Establishes county requirements for separate collection and recycling of food waste by specified restaurants, food courts, hotels, markets, food manufacturers or processors, catering establishments, hospitals, schools, and businesses; requires inspections and dissemination of information about the requirements.

Creates the coral reef protection act.

RELATING TO THE REDUCTION OF CARBON DIOXIDE EMISSIONS.

Allows the Director to establish a program for the reduction of emissions of carbon dioxide, set fees and penalties for the program. Establishes a Carbon Dioxide Emissions Reduction Special Fund.

RELATING TO ELECTRIC UTILITIES.

Imposes a    year moratorium on the practice of an electric utility charging standby charges and offering customer retention discounts for customer self-generation and distributed energy resources.
