RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR CENTRAL OAHU RECYCLING AND DISPOSAL FACILITY, INC.

Authorizes issuance of $25,000,000 in special purpose revenue bonds for Central Oahu Recycling and Disposal Facility, Inc.

RELATING TO ALIEN INVASIVE SPECIES.

Establishes a state invasive species administrator/coordinator and authorizes the departments of agriculture, health, and land and natural resources to enter private property for the purpose of controlling or eradicating alien invasive species.

Prohibits agencies from interfering with efforts to prevent the introduction of or to eradicate invasive species.

RELATING TO THE IMPORTATION OF BIRDS.

Requires birds to be quarantined for at least ten days and found free of the West Nile virus before being imported into Hawaii.

RELATING TO INVASIVE AQUATIC ORGANISMS.

Provides an appropriation for one position in the division of aquatic resources to develop a comprehensive plan to prevent the intentional introduction of potentially invasive aquatic organisms into the State.

RELATING TO ENERGY CONSERVATION TAX CREDIT.

Allows the energy conservation tax credit to be taken in 5 equal amounts in 5 successive years.

RELATING TO ENERGY.

Authorizes the issuance of revenue bonds to finance the acquisition, construction, rehabilitation, installation, and improvement of solar energy, energy conservation, and renewable energy facilities and equipment for various agencies, departments, and enterprises of the State.

RELATING TO RENEWABLE ENERGY.

Creates the Hawaii residential solar hot water heater loan revolving fund to make loans to homeowners to finance the acquisition and installation of residential solar hot water heaters.

Allows the DBEDT to guarantee up to 90% of the principal balance of a loan, plus interest due thereon, made to a qualified homeowner for the acquisition and installation of a residential solar hot water heater.
