RELATING TO REHIRING RETIRED SCHOOL ADMINISTRATORS.

Allows retired school administrators to return as principals or vice principals without penalty to retirement benefits.

RELATING TO STUDENT LOANS FOR TEACHERS.

Creates an incentive for students to become teachers and to ensure that these graduates teach in our public schools.

RELATING TO THE HAWAII EDUCATOR LOAN PROGRAM.

Reduces period of forgiving loans from the Hawaii educator loan program from 10 years to 6 years by forgiving 10% for each of the first 5 years and 50 per cent for the 6th year; establishes an appropriation ceiling; and authorizes up to 5% of outstanding loans for administrative costs. Appropriates funds.

RELATING TO EDUCATION.

Clarifies that the Hawaii teacher standards board has sole jurisdiction over all matters concerning the issuance and revocation of teacher licenses.

RELATING TO EDUCATION.

Establishes a state income tax checkoff block on the State's tax return form to allow public support for educator scholarships.

RELATING TO SCHOOL BUS FARES.

Establishes a school bus fare special fund for the deposit of school bus fares collected by schools from students and/or parents and guardians. Annual collections [est. $2 million] are to be used to partially fund the cost of providing contracted school bus services.

RELATING TO EDUCATION.

Allows the DOE to provide suitable student transportation to and from not-for-profit private and sectarian elementary schools and secondary schools, provided that eligibility for such transportation has been determined in a nondiscriminatory manner on the basis of neutral, secular criteria.

RELATING TO THE STATE ART MUSEUM.

Provides statutory authority for the on-going operational funding for the state art museum. Establishes a State Art Museum Special Fund.

RELATING TO THE DEPARTMENT OF EDUCATION STOREROOM REVOLVING FUND.

Repeals law providing for a DOE storeroom revolving fund.

ESTABLISHING A COMMISSION TO CELEBRATE THE 0NE-HUNDREDTH ANNIVERSARY OF THE ARRIVAL OF FILIPINOS TO HAWAII.

Establishes a commission to celebrate the 100th anniversary of the arrival of Filipinos to Hawaii.

RELATING TO CAREER AND TECHNICAL EDUCATION.

Authorizes the establishment of high school career and technical education programs within the DOE. Appropriates funds.

RELATING TO THE PARENT-COMMUNITY NETWORKING CENTER PROGRAM.

Appropriates funds to continue the implementation of the parent-community networking center program.

RELATING TO EDUCATION.

Amend HRS to allow coaches and assistant athletic directors' to waive their stipend to public schools; Appropriates funds for coaches and assistant athletic directors.

RELATING TO SPECIAL EDUCATION.

Provides one educational assistant per special education teacher.

MAKING AN APPROPRIATION FOR DEPARTMENT OF EDUCATION MIDDLE SCHOOLS.

Appropriates funds for 43 off-ratio teacher positions and one middle level school policy implementation specialist position.

RELATING TO SCHOOL ATTENDANCE.

Strengthens truancy laws; establishes community truancy boards.

RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM.

Provides funding to complete Phase I for Kapolei Public Library, Operating.

RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM

Makes sex offenders ineligible for employment for any position within the Hawaii State Public Library System.

RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM

Establishes a check-off block on the State's income tax return to allow public support to the Hawaii State Public Library System's need for additional funds for library books and materials.
