RELATING TO REHIRING RETIRED SCHOOL ADMINISTRATORS.

Allows retired school administrators to return as principals or vice principals without penalty to retirement benefits.

RELATING TO STUDENT LOANS FOR TEACHERS.

Creates an incentive for students to become teachers and to ensure that these graduates teach in our public schools.

RELATING TO THE HAWAII EDUCATOR LOAN PROGRAM.

Reduces period of forgiving loans from the Hawaii educator loan program from 10 years to 6 years by forgiving 10% for each of the first 5 years and 50 per cent for the 6th year; establishes an appropriation ceiling; and authorizes up to 5% of outstanding loans for administrative costs. Appropriates funds.

RELATING TO EDUCATION.

Clarifies that the Hawaii teacher standards board has sole jurisdiction over all matters concerning the issuance and revocation of teacher licenses.

Establishes a state income tax checkoff block on the State's tax return form to allow public support for educator scholarships.

RELATING TO SCHOOL BUS FARES.

Establishes a school bus fare special fund for the deposit of school bus fares collected by schools from students and/or parents and guardians. Annual collections [est. $2 million] are to be used to partially fund the cost of providing contracted school bus services.
