RELATING TO THE BOARD OF EDUCATION.

Redistricts the at-large school board districts and the departmental school districts.

Transfers the rights, powers, functions, and duties of the operations and maintenance section and the CIP planning and finance section of the DOE facilities and support services branch to the DAGS, effective July 1, 2003.

MAKING AN APPROPRIATION FOR DEVELOPMENT OF A TRANSPORTATION STUDIES CENTER.

Appropriates funds for development of a transportation center at the University of Hawaii at Manoa.

Requires the BOE, by policy, to adopt criteria and guidelines allowing the superintendent to award a high school diploma to honorably discharged World War II veterans who were inducted into the United States armed forces prior to completing the necessary high school graduation requirements.

Deletes from the School Repair and Maintenance Projects Act the Comptroller's duty to develop and provide a qualified products list.

RELATING TO THE PROCUREMENT OF PLAYGROUND EQUIPMENT AND SURFACING BY THE DEPARTMENT OF EDUCATION.

Exempts the DOE from the Hawaii public procurement code if the procurement is for playground equipment and surfacing, and if the amount of the procurement is less than $150,000.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 45 copies of their testimony to the committee clerk, Room 213, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
