RELATING TO AUTHORIZING THE ESTABLISHMENT OF A SEPARATE CIVIL SERVICE SYSTEM FOR EMPLOYEES OF THE UNIVERSITY OF HAWAII.

Authorizes the UH to establish a civil service system as set forth in chapter 76, Hawaii Revised Statutes, for blue collar and clerical employees. Includes the UH in the definition of employer for collective bargaining purposes as it relates to civil service personnel.

RELATING TO THE UNIVERSITY OF HAWAII.

Exempts employees in bargaining unit 7, faculty of the UH and the community college system, from the procedure requiring any grievance of an adverse action resulting from an employee's failure to meet performance requirements of the employee's position to be decided by a performance judge whose decision will be final and binding.

RELATING TO EDUCATIONAL ACCOUNTABILITY

Allows the Superintendent of Education to reassign principals and other certificated employees from schools that fail to meet goals established by the educational accountability system.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
